Remote Tunnel Estimator | Mega-Project Pursuits
- Location: Remote / (Nationwide USA)
- Salary Package: $140,000 - $225,000+ (Base + Living Allowance + Bonus); based on estimating experience + local cost of living region
- Bonuses: Twice annually: 10% of base salary + Christmas bonuses

THE OPPORTUNITY
Inside Avenue is partnering with a legacy-defining "True Builder" in the heavy civil industry. With nearly a century of history in US infrastructure construction and hundreds of tunnel projects completed, our client self-performs the most technically challenging underground works in North America.
This is a rare opportunity to join a family-oriented team as an "Engineer-Estimator," driving the bid strategy for a multi-billion-dollar pipeline of active subway extensions and future mega-projects.
PROJECT PIPELINE AND PURSUITS
- Northeast Corridor Rail Link: A historic underwater rail tunnel connecting two major East Coast hubs, involving complex riverbed stabilization and soft ground boring.
- West Coast Subway Expansion: A massive single-bore transit tunnel utilizing large-diameter Earth Pressure Balance (EPB) TBM technology.
- Urban Transit & Water Tunnels: Active management of twin-bore subway estimates in Southern California and large-scale CSO storage tunnels in the Mid-Atlantic.
WHAT YOU WILL DO:
Reporting to the Chief Estimator, you will manage the full lifecycle of the estimate, from RFP receipt to final tender review.
- Detailed Estimate Generation: Perform comprehensive quantity take-offs and cost analysis for self-performed underground work, including TBM excavation, drill & blast, SEM/NATM, and concrete lining.
- Production Rate Analysis: Develop and validate production cycles for mining operations, analyzing labor crews and equipment utilization to build accurate cost models.
- Strategic Bid Management: Lead the estimate for specific work packages, identifying design risks, constructability issues, and Value Engineering (VE) opportunities to improve bid competitiveness.
- Vendor & Subcontractor Coordination: Define scopes of work, solicit quotes from suppliers/subcontractors (electrical, mechanical, systems), and negotiate pricing to support "make vs. buy" decisions.
- Project Controls & Forecasting: Support active projects by tracking actual costs against the original bid, managing change orders, and forecasting final costs to complete (CTC).
- Site & Pre-Bid Activities: Attend pre-bid meetings and site visits (occasional travel required) to assess logistical constraints and ground conditions.
ABOUT YOU:
- Experience: 5+ years of estimating experience in heavy civil, tunneling, or underground construction.
- Expertise: Strong technical knowledge of subway/transit extensions, TBM operations, or complex water tunnel programs.
- Education: Bachelor's degree in Civil Engineering, Mining Engineering, or Construction Management.
- Work Style: A self-starter capable of working remotely with occasional travel to bid sites.
