THE ROLE

We are representing one of the nation's most respected self-perform heavy civil contractors in recruiting a Lead Estimator. Unlike competitors who chase volume, this firm specializes in the complex: soft-ground tunneling, bridges, heavy highways, dams, marine bridges, and critical water infrastructure.

This position offers the unique opportunity to work remotely (traveling primarily for bid weeks and JV partner meetings) while acting as the "brain trust" for the company's most ambitious pursuits on the East Coast. You will lead estimates for projects ranging from $500M to $2B+, focusing on means and methods, risk analysis, and alternative delivery models.

This is a strategic role for a company that values field experience as much as estimating expertise, working with an established regional office in the D.C. area, currently delivering some of the region's most critical and complex infrastructure project scopes.

THE COMPANY & PROJECT BACKLOG

You will be joining a team with an enduring footprint in the DMV and East Coast region.

This company utilizes a "Joint Venture" strategy to tackle the region's most difficult infrastructure. The successful candidate will support the final phases of the current backlog while aggressively pricing the next generation of megaprojects.

East Coast Active Work Includes:

  • Rail Corridor: A $1.5B+ fixed-span bridge replacement involving complex "float-in" span construction and deep marine drilled shafts to eliminate a century-old bottleneck on the busiest rail line in America.
  • Water Sector: A $500M waterfront tunnel system that utilized state-of-the-art EPB TBMs and rubber-tired Multi-Service Vehicles (MSVs) to navigate soft ground under a historic city.
  • Marine: An $800M+ marine highway bridge: featuring massive precast elements and foundations designed for future light rail loading.

BID PURSUITS:

Looking ahead, the firm is targeting several large design‑build programs, ranging from new rail‑bridge corridors and fourth‑track expansions to interstate widening and interchange upgrades.

These multi-billion dollar pursuits require a Senior Estimator who can lead pricing strategies on bridges, locks, dams, tunnels and marine structures.

The Estimating Department is aggressively targeting a pipeline of multi-billion dollar heavy civil pursuits, including:

  • Underground Megaprojects: A shortlisted pursuit for a multi-billion dollar rail tunnel under a major river, requiring expertise in slurry/EPB TBMs and cross-passage mining under high hydrostatic pressure.
  • Urban Transit Expansion: A design-build pursuit for a major subway extension involving hard rock mining and mixed-face conditions in a dense metropolitan center.
  • Marine Infrastructure: Upcoming large-scale marine bridge replacements along the coast, leveraging the firm's specialized fleet of barges and cranes.
  • Highway & Interchange Upgrades: Complex heavy highway widenings and interchange improvements in the Chesapeake Bay region.

WHAT YOU'LL DO

Reporting to the Chief Estimator, you will bridge the gap between construction operations and the bid room.

Lead Major Bids:
  • Take ownership of estimates for bridges, dams, marine structures, and underground works
Strategic Engineering & Planning
  • Develop temporary structure concepts (shoring, cofferdams, falsework) and evaluate make-vs-buy decisions for key components.
  • Prepare detailed project schedules and pricing documents to establish progress rates and final bid prices for submissions.
Collaboration & Leadership
  • Coordinate with designers, engineers, and construction managers to drive constructible, cost-effective solutions for design-build proposals.
  • Participate in bid closeouts and proposal preparations while collaborating with the estimating team and attending site visits as required.

SKILLS & EXPERIENCE

  • Field Roots: We are looking for 10+ years of experience, preferably starting as a Field Engineer before moving into estimating.
  • Heavy Civil DNA: Deep experience with complex concrete structures, bridges, dams, locks or marine
  • Tech Stack: Proficiency in HCSS HeavyBid, Hard Dollar, or Bluebeam.
  • Education: B.S. in Civil Engineering or Construction Management.

TO APPLY: Estimators with a passion for winning high-value mega-project work and building complex infrastructure are encouraged to apply.
