Chief Estimator – Civil Infrastructure (ITS, Fiber, Freeway Projects)
Location: Arizona
Salary: Up to $200,000 total compensation package (including base, incentives, and vehicle allowance)
We are partnering with a well-established and ever-expanding civil infrastructure contractor in Arizona to find a highly experienced Chief Estimator.
This role is ideal for someone with a strong background in Intelligent Transportation Systems (ITS), fiber optics, traffic signals, street lighting, and dry utility estimating—someone ready to lead preconstruction efforts and drive strategic wins in both public and private infrastructure markets.

The Chief Estimator will collaborate closely with executive leadership, operations, and estimating teams to lead competitive bids on Bid-Build, Design-Build, CMAR, and JOC projects. You’ll manage or mentor junior estimators, own the estimating process from takeoff to turnover, and act as the technical lead on complex scopes, including highway, electrical and fiber installations.

About the Role
The Chief Estimator will collaborate closely with executive leadership, operations, and estimating teams to lead competitive bids on Bid-Build, Design-Build, CMAR, and JOC projects. You’ll manage or mentor junior estimators, own the estimating process from takeoff to turnover, and act as the technical lead on complex scopes, including highway, electrical and fiber installations.
Key Responsibilities
- Review and interpret project plans, specifications, and requirements
- Lead and support quantity takeoffs, material pricing, and subcontractor evaluations
- Analyze project risks, logistics, and schedule impacts
- Prepare detailed estimates and bid packages
- Participate in pre-bid meetings and project turnovers
- Contribute to budgets, job setup, and contract reviews
- Coordinate with clients, engineers, and internal stakeholders throughout the preconstruction process
- Minimum of 7 years in civil construction, with at least 5 years in estimating roles
- 1+ year in a senior or lead estimating capacity
- Expertise in traffic signal, ITS, fiber, lighting, and dry utility scopes
- Experience with both public and private sector infrastructure projects, typically valued at $1M+
- Proficient with HCSS HeavyBid, Primavera P6, and Microsoft Office
- Experience with Procore and Bluebeam is a plus
- Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or similar preferred
- Be part of a fast-growing contractor with strong backlog in Arizona's infrastructure market
